CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

Urban expansion is a major global phenomenon driven by population growth, rural–urban migration, industrialization, and economic development. As cities grow outward and upward, they absorb surrounding rural and peri-urban areas, transforming land use patterns and increasing demand for housing and infrastructure (UN-Habitat, 2020; World Bank, 2019). This process has significant implications for housing development in both developed and developing countries.

Housing development refers to the planning, construction, and provision of residential buildings to meet the shelter needs of the population. Adequate housing is essential for social stability, public health, and economic productivity (Oladapo, 2015). However, rapid and poorly managed urban expansion often places enormous pressure on housing systems, leading to shortages, overcrowding, rising property prices, and the proliferation of informal settlements and slums (Aluko, 2011; UN-Habitat, 2020).

In many African countries, including Nigeria, urban expansion has occurred faster than the capacity of governments to provide serviced land, infrastructure, and affordable housing. Cities such as Lagos, Abuja, Onitsha, Enugu, and Port Harcourt have witnessed dramatic spatial growth accompanied by housing deficits and unregulated development (Adegoke & Oyedele, 2016). As urban areas spread, agricultural land is converted to residential use, land values rise, and low-income households are pushed to city fringes where services are limited.

Urban expansion influences housing development in several ways. It affects the location, type, cost, and quality of housing. While expansion can create opportunities for real estate investment and new residential estates, it can also result in urban sprawl, inefficient land use, increased commuting distances, and environmental degradation (World Bank, 2019; UN-Habitat, 2020). Understanding the impacts of urban expansion on housing development is therefore essential for sustainable urban planning and housing policy.

1.2 Statement of the Problem

Despite the opportunities associated with urban growth, many cities are struggling to manage the housing challenges created by rapid urban expansion. In Nigeria, urban population growth has outpaced housing supply, resulting in severe housing shortages, high rents, and the growth of informal settlements (Aluko, 2011; Adegoke & Oyedele, 2016).

Urban expansion has also led to uncontrolled land conversion, weak development control, and the spread of low-density sprawl without adequate infrastructure. This has made housing development more expensive and less accessible to low- and middle-income households. In addition, many housing developments on the urban fringe lack proper roads, water supply, sanitation, and electricity, reducing the quality of life of residents (UN-Habitat, 2020).

Although several studies have examined urbanization and housing, limited research has focused specifically on how urban expansion shapes housing development patterns, affordability, and quality in developing countries. This gap makes it necessary to assess the impacts of urban expansion on housing development to inform better planning and policy decisions.
