Abstract
The integration of Information and Communication Technology (ICT) in organizational operations has become critical for enhancing employee performance and overall institutional efficiency. This study examines the relationship between ICT and employee performance at the Federal Polytechnic, Nekede, Owerri, covering the period 2020 to 2025. Using a descriptive survey research design, data were collected from academic and non-academic staff through structured questionnaires, interviews, and institutional performance records. The study investigates the extent of ICT adoption, staff proficiency in ICT tools, and the impact of ICT on productivity, efficiency, and quality of service delivery. Findings reveal that effective use of ICT significantly improves employee performance by streamlining administrative processes, enhancing communication, and facilitating timely access to information. Challenges such as inadequate ICT infrastructure, insufficient training, and resistance to change were identified as constraints. The study concludes that strategic investment in ICT, regular staff training, and supportive policies are essential to optimizing employee performance in higher institutions. Recommendations include upgrading ICT facilities, implementing continuous professional development, and fostering a culture of ICT utilization among employees.
CHAPTER ONE
INTRODUCTION
1.1 Background of the Study
Information and Communication Technology (ICT) has become a critical driver of organizational efficiency and employee performance in both private and public sectors worldwide. ICT encompasses tools and systems that facilitate the acquisition, storage, processing, and dissemination of information, including computers, software applications, internet services, and telecommunication technologies (Laudon & Laudon, 2019).
In the context of tertiary institutions, such as polytechnics, ICT adoption has transformed administrative processes, teaching, research, and overall institutional operations. Employee performance in such institutions is influenced by the availability and effective use of ICT tools, as they enhance communication, data management, decision-making, and operational efficiency (Adebayo & Odu, 2016). Efficient use of ICT reduces bureaucratic bottlenecks, improves accuracy, and ensures timely completion of tasks, which positively impacts institutional productivity (Olusola & Adebisi, 2020).
Federal Polytechnic, Nekede, Owerri, being one of Nigeria’s prominent tertiary institutions, has experienced significant integration of ICT in its operations over recent years. From 2020 to 2025, various ICT-driven initiatives have been implemented, including electronic record management, e-learning platforms, virtual communication systems, and automated administrative procedures (Nwosu, 2021). Despite these advancements, challenges such as inadequate infrastructure, insufficient staff training, and resistance to technological change continue to affect employee performance (Owolabi & Akinbode, 2018).
Understanding the relationship between ICT adoption and employee performance is essential for institutional planning, staff development, and policy formulation. This study aims to assess how ICT influences the efficiency, productivity, and effectiveness of employees at Federal Polytechnic, Nekede, within the 2020–2025 period.
1.2 Statement of the Problem
Despite the integration of ICT in Nigerian tertiary institutions, employee performance is often constrained by factors such as limited access to modern ICT tools, insufficient technical skills, and lack of adequate training programs (Adebayo & Odu, 2016; Owolabi & Akinbode, 2018). In Federal Polytechnic, Nekede, these challenges have reportedly affected administrative efficiency, teaching, research output, and overall institutional performance.
While ICT is intended to enhance performance, empirical evidence suggests that its impact on employee output is not uniform. Some employees fully leverage ICT for productivity, while others struggle due to lack of competence or motivation (Olusola & Adebisi, 2020). Consequently, it is imperative to evaluate the extent to which ICT adoption contributes to employee performance and identify areas where improvements are required to achieve optimal institutional efficiency.
1.3 Objectives of the Study
The main objective of this study is to evaluate the effect of Information and Communication Technology on employee performance in Federal Polytechnic, Nekede, Owerri between 2020 and 2025.
The specific objectives are to:
Examine the level of ICT utilization by employees in Federal Polytechnic, Nekede.
Assess the impact of ICT on employees’ efficiency and productivity.
Identify challenges faced by employees in using ICT tools.
Determine the relationship between ICT adoption and overall employee performance.
Recommend strategies for improving ICT usage to enhance employee performance.
1.4 Research Questions
The study will address the following research questions:
What is the level of ICT utilization among employees in Federal Polytechnic, Nekede?
How does ICT adoption affect employees’ efficiency and productivity?
What challenges do employees face in the use of ICT tools?
What is the relationship between ICT adoption and employee performance?
What strategies can improve ICT utilization for better employee performance?
1.5 Research Hypotheses
The study will test the following null hypotheses:
H01: There is no significant relationship between ICT adoption and employee efficiency at Federal Polytechnic, Nekede.
H02: There is no significant relationship between ICT adoption and employee productivity at Federal Polytechnic, Nekede.
1.6 Significance of the Study
The study is significant because it provides insights into the role of ICT in enhancing employee performance in tertiary institutions. The findings will benefit policymakers, administrators, and academic staff by highlighting areas for improvement in ICT infrastructure, training, and adoption strategies. Furthermore, the study contributes to academic literature on ICT in public sector organizations and provides empirical evidence that can guide future research and policy development (Laudon & Laudon, 2019; Nwosu, 2021).
1.7 Scope of the Study
The study focuses on employees of Federal Polytechnic, Nekede, Owerri, and examines the period between 2020 and 2025. It evaluates ICT usage in relation to administrative functions, teaching, research, and general staff productivity. While students and other stakeholders are indirectly affected by ICT adoption, the study concentrates solely on staff performance.
1.8 Operational Definition of Terms
Information and Communication Technology (ICT): Tools and systems, including computers, software, and telecommunication devices, used to process, store, and transmit information (Laudon & Laudon, 2019).
Employee Performance: The effectiveness, efficiency, and productivity of staff in fulfilling their assigned duties.
Efficiency: The ability of employees to complete tasks accurately and within expected timeframes.
Productivity: The output or results achieved by employees within a given period.
Adoption of ICT: The extent to which employees use available ICT tools in performing their work tasks.
