THE ROLE OF THE SCHOOL MANAGEMENT TEAM IN IMPLEMENTING NATIONAL POLICY ON EDUCATION FOR SCHOOL DEVELOPMENT. A STUDY OF SCHOOLS IN EASTERN NIGERIA
Abstract
The successful implementation of the National Policy on Education (NPE) hinges significantly on the effectiveness of school leadership, particularly the School Management Team (SMT). This study investigates the role of SMTs in the implementation of the NPE and their contribution to school development in selected schools across Eastern Nigeria. Adopting a mixed-method research design, data were collected from principals, vice principals, head teachers, and education officers through structured questionnaires, interviews, and document analysis. The findings reveal that while the SMT plays a critical role in aligning school programs with national education goals—such as curriculum delivery, teacher professional development, student discipline, and infrastructure management—several challenges hinder full policy implementation. These include inadequate funding, lack of training, bureaucratic delays, and limited autonomy at the school level. Nonetheless, proactive leadership practices, community engagement, and effective resource mobilization were identified as key drivers for positive school development outcomes. The study concludes that empowering SMTs through capacity-building, decentralization of decision-making, and increased government support is crucial for enhancing the realization of the NPE objectives. Recommendations are offered to policy-makers and stakeholders on strengthening institutional frameworks to bridge the policy-practice gap in the education sector.
