COST BENEFIT ANALYSIS OF SECONDARY EDUCATION IN NIGERIA

CHAPTER ONE

INTRODUCTION

1.1 Background of the study

Every good system has some challenges that face it no matter how good and efficient they look from the outside. The Nigerian secondary education system is no exception as it faces demons of its own.  Secondary education is paramount in the development of a child and the mere fact that it acts as a link between primary and tertiary education makes it even super important. The challenges that the Nigerian secondary education faces are numerous and they need to be looked at keenly by the government, so that the subsequent generations don’t face the same struggles.

Inadequate funding faces this sector. Adequate funding is always important for any kind of sector to prosper, and carry out its functions effectively. If you mention the quality of education in these schools without considering adequate funding, you are simply building castles in the air. The budgetary allocation towards education in Nigeria has been very low, despite of the strategic role of this sector in the training of manpower for the development of the economy. Tertiary education has been receiving the lion share of allocation amongst the three levels of education. This simply implies that the remaining amount is divided between primary and secondary education. Apart from this, the low allocation of secondary education is being threatened by the high enrolment due to increase in population and interest in secondary education.

The fact that there are inadequate and inefficient infrastructural facilities derails effective teaching and learning in schools. For a qualified and skillful teacher or a facilitator to effectively instill necessary skills and knowledge, there must be certain incentives in regard to appropriate and quality facilities. Many schools in Nigeria are facing a challenge of inadequate infrastructure and facilities. This challenge affects the fulfillment of educational objectives as teachers are subjected to deplorable learning conditions.

Another big challenge is the quality of teachers. There is nothing that hurts the most, than to here, the teacher of your child doesn’t even know how to speak proper English or come up with a grammatical correct sentence. Teachers are a critical aspect as they influence greatly the extent and quality of educational output. Despite this knowledge on importance of teachers, the education in Nigerian secondary schools is still faced with issues of inadequacy and low quality of the teachers. In different states there are varied low number of teachers in certain subjects like religious education and Nigerian language education just to mention but a few. Unfortunately, among this low number of teachers there are a big number of unqualified teachers who threaten the quality of secondary schools in this populous country.

Teachers in Nigeria have negative attitude in their line of career, since teaching in Nigeria has low status. Consequently, teachers are found to come late to class and school, overwhelming absenteeism is observed, examination malpractices are now a norm, engaging in trade in and out of school is a normal activity, immoral relationship with female students has become a trend, extortion of money from students doesn’t even cause a hiccup to the victims, drinking and smoking during official school hours and non-keeping of records goes without a say. This negative energy portrayed by teachers has been one of the cause of indiscipline and poor academic performance of students and lack of quality education in Nigeria.
